SUMMARY: The Director, Human Resources is a member of the senior management team and manages employee resources in service to the NRA’s mission, values, goals and objectives. Provides leadership in developing and executing HR policies in support of the organization, especially in the areas of employee relations, regulatory compliance, performance management, compensation, and talent acquisition. The Director is responsible for the creation, management and implementation of well-conceived and well-designed programs, and synchronization of HR processes, systems, policies, and procedures pertaining to all HR activities. In matters of compliance, employee relations and/or legal concerns, consults with the General Counsel to evaluate and mitigate risk. Scope of HR includes all facets of the discipline, including recruitment, selection, development/training, employee relations, employment law, benefits, payroll, HRIS, partnering with management and serving as the chief advocate for the organization’s compliance to prevailing employment laws, regulations, and best practices.
Requires deep HR knowledge together with management experience and a strong commitment to service, accountability, and business partnership. Must have a passion for delivering high quality service, deep interest in building strong relationships with leadership and staff, a collaborative decisive and flexible decision-making style, and hands-on orientation that pays attention to detail. Performs routine administrative and recruitment duties in absence of administrative staff. **This is a hands-on, “in the trenches” position.**
Essential Responsibilities
- Provides direction and oversight of the HR function, ensuring effective planning, direction and administration of HR policies and programs to support NRA’s business goals.
- Provides technical HR advice and knowledge to guide managers and employees, as well as to the other HR staff members
- Creates and manages the budget and other financial measures of the HR division
- Manages compensation and benefit programs to attach and retain qualified staff
- Assesses competitiveness of all HR programs and practices to ensure effectiveness
- Reviews, interprets, develops, and makes recommendations to establish and improve company policies; ensuring all policies and procedures comply with local, state, and federal laws
- Leads, as directed, investigations of issues and concerns regarding employment practices and provides guidance and recommendations on possible courses of action, seeking legal counsel as appropriate
- Ensures appropriate collaboration with legal and other business partners for those issues representing significant risk to the organization
- Serves as a subject matter expert on employment-related policy and program issues, providing counseling to ensure managers/employees understand and comply with all policies and applicable regulations
- Develops appropriate policies and programs for effective management of NRA’s human capital
- Manages the common processes and day-to-day operations of the Human Resources division
Requirements
Required skills include:
- Depth of knowledge of HR principles, practices, and procedures related to employee relations, compensation, and legal compliance
- Computer proficiency and technical aptitude in using MS Office, and HRIS programs
- Ability to work independently to effectively plan, set priorities, and manage multiple complex projects simultaneously while working under pressure to meet deadlines and accomplish tasks
- Ability to research information and analyze data to arrive at valid conclusions, recommendations, and plans of action
- Ability to read, analyze, and interpret complex legal, regulatory, and HR related documents
- Ability to exercise sound and considerable judgment and discretion in dealing with matters of significance to the organization
- Ability to represent the organization effectively and credibly in a variety of settings
- Exemplary written and oral communications
Qualifications include:
- BA/BS in an HR or related discipline; Master’s degree preferred
- 10+ years HR experience in a non-profit, with multi-state (US-wide) scope
- Supervisory experience
- In-depth benefits knowledge, including self-funded plans, pension, 401k, plan design
- Unquestioned integrity and commitment to maintaining confidentiality
- Understanding of the unique nature of the NRA, framing HR issues and concerns within that context
- Direct experience with employment-related lawsuits, EEOC charges, internal investigations
- Direct experience conducting face-to-face terminations, reductions-in-force, and organizational restructures
- Dogged perseverance in the face of obstacles to achieve desired results
- Demonstrated ability to interface with and maintain effective working relationships with the management team and staff
- Ability to remain calm and focused in crisis situations
- Willingness to be available and work extra hours, evenings, weekends, and holidays as necessary to be responsive to the needs of the organization
